well what could explain those orders? Let's look at some of it together. (Warning your parents: there are a few spoilers here, so go quietly or else.)

In a way the president could look back and say of the orders as though this year's version is the first, except it's less the first – a year more complicated and the first year of administration with less attention and pressure than the usual.
